    Preheat the oven to 350ºF; line a standard muffin pan with paper liners. In a large bowl, stir together the 1¼ cups flour, baking powder, salt and baking soda. Make a well in the center of the dry mixture; set aside.

    In another bowl whisk together the mashed bananas, buttermilk, ¼ cup sugar, ¼ cup brown sugar, oil, egg and vanilla. Add the wet ingredients all at once to the dry mixture and stir just until moistened (batter will be lumpy). Gently fold in the chocolate chips. Spoon the batter into the prepared muffin pan, filling each almost full.

    Combine the remaining flour, peanut butter, sugar and melted butter in a bowl until sandy. Sprinkle streusel generously over each muffin and bake for 18 to 20 minutes or until muffins are golden and a toothpick inserted in the center comes out clean. Cool muffins in the pan for at least 5 minutes before removing.
