Bloom the gelatin: In a small bowl, sprinkle gelatin over 3 tablespoons of cold water. Let sit for 5 minutes.

Heat the milk + sugar: In a saucepan, combine whole milk and sugar. Heat over medium heat, stirring constantly, until sugar is dissolved and mixture is steaming (don’t boil).

Add gelatin: Remove from heat and stir in the bloomed gelatin until fully dissolved.

Cool slightly: Let mixture cool to room temp (but not fully chilled — it should still be liquid).

Whip it good: Pour into a stand mixer (or use a hand mixer) and beat on high speed for 6–10 minutes, until the mixture becomes white, fluffy, and holds soft peaks — kind of like marshmallow fluff.
